MOSCOW, RUSSIA: President Vladimir Putin’s ruling party, United Russia, has secured a record-breaking constitutional supermajority in the ninth State Duma following national legislative elections held from September 18 to 20. Preliminary count data released by the Central Election Commission (CEC) confirms that the governing party expanded its dominance across both proportional party lists and single-member constituencies.
With over 95 percent of ballots tabulated, CEC Chair Ella Pamfilova announced that United Russia captured 57.83 percent of the nationwide party-list vote. Projections place the party on track to control approximately 355 seats in the 450-seat lower house of parliament. The landmark total surpasses the party’s previous high of 343 seats established in 2016, providing the administration with more than the three-quarters majority required to enact constitutional amendments without external backing.
The election marks the first parliamentary vote conducted since the escalation of military operations in Ukraine in early 2022. Alongside United Russia’s strong performance, four additional parties cleared the five-percent proportional threshold to secure parliamentary representation. The Communist Party (CPRF) finished second with 13.81 percent of the vote (40 seats), followed by the Liberal Democratic Party of Russia (LDPR) with 8.98 percent (25 seats), New People with 7.96 percent (20 seats), and A Just Russia – For Truth, which claimed four seats.
Voter turnout reached nearly 60 percent, reflecting an increase over the previous 2021 parliamentary cycle. Balloting was conducted across all 89 federal subjects, including regional voting in annexed territories. Addressing party officials in Moscow, United Russia leadership framed the vote as a clear endorsement of the state's broader strategic and domestic direction.
With the new parliamentary composition established, United Russia maintains complete control over federal legislative priorities, budgetary allocations, and executive appointments heading into the upcoming legislative term. The Central Election Commission is scheduled to publish final, verified election tallies later this week.
